It's a planned release of additional Pokemon in order to silence critiques about the dex cut. This was planned prior to the dex cut being announced and is going to be used if the sales are bad initially.

It probably won't function in-game. Only certain data is available but not fully implemented(?), hence why they had to use another pokemon as a base to inject bulbasaur in.
