I always assumed back in gen 1 that the electricity in the power plant was somehow creating basic lifeforms accidentally, same as how early life potentially started with lightning strikes hitting water. It's almost like the electrical energy is the life form, and it happens to inhabit whichever objects are lying around on the floor (magnets, pokeballs), even growing in power enough that the magnets pull towards each other and fuse. I suppose the electrical energy being Rotom doesn't disprove any of that. It would mean that magnemite/magneton are also rotom.
