GF is juggling multiple pokemon projects at all times, them "starting development" in 2016 could just mean working out where they want the next region to be. I'd imagine they spent most of their time finishing USUM, and probably started working on the game planning to release for the 3ds. They probably realized halfway through that they were going to have to port it over to the switch and between retexturing shit and making sure all the models work we ended up with this pile of garbage.
