I live in Japan. It's more of a lie of omission than anything else. I don't think it'd be too terribly difficult to find out if you were curious about the game.

There's signs, commericials, and posters everywhere. On stores, playing in the train, on the big TV's so people know of it

Yea there were a lot of Japanese consumers who were posting online about how upset they were not entirely because of the dex cut, but because there had been no indication in Japanese markets that it was happening and that they had to go trawling through foreign news sources to find out about it.

I believe was followed shortly after by Nintendo allowing preorder cancellations for the games in Japan which isn't a norm?

The dex cut was never given a proper announcement anywhere in the world. None of the social media pages or trailers have ever mentioned it, and for a lot of people those are the only things they follow. That's why there are still a ton of people who either don't understand exactly what it means or aren't aware of it happening at all. The only reason most of the western fanbase knows of it is thanks to word of mouth.

Japan is a pretty cash based society with a minority of thing being digital. I went to my local game shop to preorder, but they didn't take any money, just my name and number.

With how little people trust the internet and credit cards here, along with even the convienance stores selling the game, I don't think it'd be that hard.

Even so, only those who purchase Famitsu actually get to hear about the cull. Or those with internet access/avid news following internationally would learn about it being divulged to a INTERVIEWER, not even a outspoken declaration to customers/fans.

Fucking retard, the dex cut was announced in the Treehouse presentation which was an english only stream AFTER the main event. The JP E3 stream wouldn't show treehouse, meaning the only way JP viewers would see the dex cut announcement was if they were watching the english stream for some fucking reason.
Furthermore, Masuda put out the letter addressing the dex cut ONLY to the english Pokemon website and not the Japanese one. They willingly hit it from the JP userbase.
