The first half of the sentence says ポケモンは売れる
売れる could either be an intransitive verb meaning "to sell well", or a transitive verb meaning "to sell". But since it it's preceded by the object and は particle, I'm pretty sure it's "sell well". Either way, it definitely isn't "buy" which would be 買う.
At best, I could read it as "Are there any living retards who can SELL Pokemon?" but that doesn't make much sense.
