A case can be made the dip in quality comes from a place of not caring anymore but really Gamefreak was never all that good.

There's also an interview where Masuda told the Town team that it wasn't going to work out so I think it's safe to say he and the other owners wrote it off as a failure even if the team working on the game was proud of it.
