The idea generally with reviews is that the publisher provides a free copy of the game to the reviewer in exchange for publicity and marketing. There shouldn't be any kind of additional money changing hands based on sales, as the "review" is incentivised to exaggerate the quality of the game and treat it as an advertisement. It's in their best interest to make the game seem as good as possible.

I think it's more a case of the staff deciding on who reviews what, and they give the review to the most passionate people with plenty of previous experience with the series. It obviously doesn't work out, but I can see how that could've happened.
