You need to look for overworld encounters that say "this Pokemon is strong" or something like that.
Those have 3 31iv

5 Star raids give 4 max IV's. Higher the stars the more IV's.

not only do raids give good ivs, but you get those exp candies too. lvl 100 legendary + eternatus stomps your average raid
