I wouldn't be surprised if it was originally planned to be only released in Z, which as we now know never happened, likely because they wanted a new (awful) generation for the 20th anniversary. So you can thank gen 7 for never getting that Floette.

I'm still under the assumption that AZ was originally meant to be fought with him using Floette but they scrapped the idea for some reason, that would be why it has a unique move and stats. It was likely never meant to be distributed to begin with. AZ waited 3000 years to find it again, it doesn't make sense for him to just give it to some random trainer.
