Apparently not. I thought it would but I guess it depends on the purchase region.
It's totally stupid since if you have purchased it in the Australian eShop and switched back to US you could play it now.

My roommate preordered it and we mooch off each other's accounts so I'll be able to play without paying. I'm glad because I like lots of the new pokemon designs but I wasn't going to buy the game anytime soon so I would have missed out for a while.
