They're currently developing Gen 9 as a game as we speak after having been conceptualizing it as early as Gen 6, anon.
Pokemon is constantly moving forward every year, and time not spent thinking ahead is potentially fumbling and losing annual profits.

Do you think it's a coincidence that dynamic HP change was introduced with Zygarde-C the generation before dynamax? Until then base HP never changed between formes.

Yes. They do you dolt. They have been quoted several times to be already working on the. Ext gen even before this one is released. They have a decent idea of what gen 9 is gunna look like at this very moment. I guarantee they have the location picked, maybe a good amount of the regionally appropriate pattern mons have been mocked up. They still have 3 years to go still.
