because it's just fucking transferring shit. With the full dex the pokémon cut still wouldn't have been in, you wouldn't suddenly be able to use them in the main game. all you'd get that pokémon is a nice comfy spot in the PC or daycare after HOME is done. hence why all transfer facilities before pokébank were postgame.
