Hex hits 130BP + STAB after Will-o-wisp but I assure you other gym leaders had much worse sets until post game league championship around L60+.

This is not remotely hard as the characters never switch pokemon. Imagine never switching it means you could spam Swords Dance or Nasty Plots to your hearts content as long as what you are facing cant oneshot your mon then sweep. Thats singles with no switching a complete joke.

Ghetsis' team is pretty much the same, Drapion and Toxicroak have similar movesets to Bisharp and Bouffalant, respectively. It's only Hydreigon that goes from a fully powered Special monster to a Physical attacker, but it's on purpose not to make him easier but for symbolism, it's why it has Frustration as well.
