I think it's because the one thing that sets him apart from other rivals (being impatient and annoying) isn't even particularly extreme. He fucking barges into you multiple times, yells and sprints away from you at full speed every time you battle, but the 2D sprites don't communicate that as effectively as 3D models would. So he's kind of just...there, despite his idea being pretty damn good

I always thought he was irritating as hell when I first played Diamond, but I liked how he had a bit of a crisis when he got his shit stomped by that Galactic admin towards the end of the game. His character arc wasn't that obvious throughout the game but he learned to be less impatient and flighty. So there is some development, but not too much of it. They could have done a lot more with the dude.

Silverfags probably. Barry was great, he was that autistic kid down the street who eventually learned to slow down and take it easy. Also, his dad was in the Battle Frontier.

As far as I'm concerned he and Blue/Green/Gary are the only good rivals in the franchise, with honorable mentions to Cheren and Bianca (Although they needed 2 games to be fleshed out)
For all Blue's treated like a prick he's actually just a moderately rude kid that REALLY just wants to one up you
Barry's treated like a moron but he's just flighty and too energetic and has the best, although most subdued, growth in a single game
The others vary from "meh" to outright terrible, especially when they only get a single game to portray their growth
Silver's the worst rival in the franchise because he's a genuine dick but lacks any presence/skills to actually back up his talk

I love Barry for all the reasons you listed. He seemed like the right kind of rival for gen 4. Everything about sinnoh was chill and relaxing and then this dude has the energy. I also liked his jokes about “fining” you, and his overall casualness. He absolutely seems like the kid down the street you’ve known for years.

He's that kid you were sorta friends with, that you hung out with for years because you were neighbors and went to the same school, but he was kind of difficult to deal with due to his more out there qualities, in this case his extreme impatience and tendency to fine you.
I like Barry a lot. They keep a lot of his charm in the Ashnime but he's also a total fucking loser in the show, who exists to job to Paul. It's a shame.
