It isn't though. They didn't have all cut mons go extinct or say it's an AU where they never existed or get raptured into Pokemon heaven or anything. There is no in-game lore reason given for the dexcut or even any in-game dialogue about it, it's solely a game mechanic thing.

Its literally only there because fletchling is the best representation for a real world counterpart. It was a poor design decision that shouldnt have been made because it misrepresents what pokemon are available.
