Honestly I like the Johto games not because it's Kanto included, but because the Kanto was just an extra post game for me to play through.
I love Pokemon Emerald for Battle Frontier for the very same reason.

not to sound like 12 but it would've been so cool to backtrack to another region (or hell, even just a few cities) in the later games. might've even elevated non kanto/johto regions a touch more

i do think emerald's frontier + sevii islands come close-ish

If the Hoenn remakes had Sevii Islands and Battle Frontier, it would have at least been better.
