They always do this. Easier probably to build onto their master item list than bugger about rewriting one (also means when they come to do remakes, they have the items to hand in the code still). The important stuff was removed.

This, it's more that Gamefreak is so incompetent that the simply CAN'T remove them from the code without destroying the entire thing. How long exactly have they just been copy+pasting things over across games? I wouldn't be surprised if it went back all the way to Gen 1.

Gen I's coding was so shitty and bloated that they were able to double the map size in Gen II just from optimizing the code.
