Not true, that's only for subsequent repeats after the first reset. The initial reset can be initiated manually by Kira himself as long as he has a host to set it on, it's only the resets when Kira doesn't have killer queen that need a trigger, that trigger being someone trying to find out his identity.

You do a pre-tourney(two fights). Then you do some villain plot. Then you do the real tourney(3 fights + 1 bonus). Then more villain stuff happens. Then you have the Championship battle for real.

Pokem doesn't have game overs so if you lose you white out and the tournament restarts. That's probably why they made the game so easy that's it's almost impossible to white out

Yeah, and the elite 4 was presented as being some kind of static entity, like taking an exam in school: if you fail you can just take it again.
A tournament is something that happens in a specific period of time: if you lose you get kicked out and someone else goes to win it. It makes no sense in Pokémon that you could just repeat it over and over (unless they pull the "It was a bad dream" trope): they could've at least shuffled the potential opponents to make it look like you're participating in another event

Have you considered that they instead pulled the "it's a video game and you got a game over as a result of achieving the game's fail state and have to try again from the previous save" trope?

Pokémon never did a proper "game over". If you white out you get warped to the last pokecenter but you don't lose the save.
