Pokémon that walk UP ON THE TOP OF THE GROUND don't need to be Ground type. Pokémon that live and move WITHIN something need to be that type. Magmar lives in magma and is Fire type despite not having a body made of actual flames. There is absolutely no reason there couldn't be a water-walking Pokémon.
