That's exactly why. Gamefreak doesn't want to do anything requiring effort because they have all the money they need and Pokemon sells on the name alone. Even Pokemon Masters, a phone game, has voice acting.

Just like going from sprites to 3D models, going from no voice acting to voice acting should only be done when there is an actual benefit to doing it
GF have proven that they didn't reap a single possible benefit from going 3D, not a single thing they did would have been impossible using sprites
Voice acting is even worse because it's a lot easier to fuck up and a lot harder to do well

It was so bad that it became a meme that was mentioned in World of Final Fantasy. By the same voice actor who actually did that laugh, too! I can appreciate that the FF team at least knows that laugh was hilariously bad.

Also, that game is a straight port of a vita game and looks amazing. Also it has voice acting in it, wow! If only the a multimillion dollar franchise like pokemon could match that level of fidelity!
