It's a bad thing. The designs are appealing to a very vapid sense of cute to the point where the designs are becoming samey or go so hard on trying to be cute that they have literally nothing else to offer. Mareep vs Wooloo and Mudkip vs Sobble are good comparisons of just how obnoxiously "cute" the new designs try to be, and the past designs end up being much cuter any ways because of how balanced they are.
