Most are designed by a team of people. You can't always point to a single artist because they influence each other's designs, discuss and remake them. Sugimori for example adds weird bits to other's mons to make them goofy like Conkeldurr's nose so they aren't overly serious.
Not only that, usually they don't have total artistic freedom because they try to design a mosnter fitting a requested by the competitive department or the marketing department. So if TPC wants to sell official Pokémon keychains the artist in charge of klefki must follow TPC's orders and interprete them more than genuinelly create.
