A state can make a law against it, but appealing it to he supreme court would see it stricken down like other unconstitutional laws. Now, what you CAN get into trouble is 1) Sexual depictions in any form of a character based on a real life minor 2) Depictions so realistic a person cannot be expected to distinguish it from a photo and 3) Obscenity charges. Obscenity is a special case wherein another person can get you in trouble because they saw your porn, in any context. You can get arrested because someone went through your personal computer and saw porn on it. These aren't specifically anti-loli laws, this applies to any and all porn, whatsoever. Yes I'm serious, it's an outdated 20th century anti-porn law that nobody has seen fit to strike down.
