Why is he so hard to find?

I've been at Bridge Falls in this snowstorm for forever. Only bumped into him once before and couldn't catch him yet.

it all depends on weather actually, they lock like 2-3 mons per area to a certain weather (which only cycles daily) and it makes teambuilding hell.
like ALL the weather-locked ones are new ones or older cool ones, and the mons unaffected by weather are mostly shitmons
