Its ability recovers on Hail cast.
If it loses its head when Hail is already there, it will not get it back until you use Hail again.

This makes it better, not worse.

Why would you want to lose its 130 speed after you used Belly Drum?

This is an extremely powerful wincon. Its very presence on a team forces your opponent to fight with teeth and nails to keep their special attackers alive until the end of the match, which can be exploited in a number of ways.

If you really, REALLY want to recover Ice Face just dynamax and use Max Hailstorm. Can be useful to avoid a priority move I guess, but hardly required.

What priority? You can count the Mach Punch, Bullet Punch and Vacuum Wave users on one hand. The fact you have to pack one of 4-5 users of these moves to avoid a sweep speaks volumes of dangerous this thing is.

It still forces a switch against physical attackers because if they stay in they're giving free 130 spe on something with Belly Drum. It can also set its own hail with dynamax and it's not like you need to do that more than once to sweep the opposing team.

You forget the part where this is a lategame sweeper wincon, you're not setting BD up when the opponent can just freely switch their fast special attacker in and KO you through Ice Face.
Which is exactly what they could have done even before it was discovered it didn't regenerate every turn in hail, so this doesn't change anything.
If the opponent is down to physical attackers this thing will kill something. Also as anon pointed out >>41232452 it CAN regenerate Ice Face at least once with max Hail, which is probably more than enough.

Pair it with Indeedee for immunity to priority. Or it can set its own psychic terrain with Max Zen Headbutt. Ice/Water/Psychic coverage is good enough at +6 atk.

It's extremely situational. I mean, you can afford to build around BD Slurpuff for example, since you mainly need to take down bulky Steel types and some priority users.
The category you want to handle there is "Special attackers that have more than 60 base speed" which is too vague.
That, on top of hazards (rocks mainly), Unaware users, Mold Breaker users, phazers and priority.
That's a lot of work compared to several others late game setup sweepers.
