Miyamoto from Nintendo told them to release two versions as a pair because it would be more successful that way. Game Freak only considered a single version uptil then, which is why trade evolutions didn't originally exist.

Probably Pikachu. Clefairy is also a possibility since it was intended as a mascot early on but I think they knew that putting a pink puffball on the cover would scare away boys.
