The protestors tend to expect their intended result to happen overnight, when if the opponent is near monolithic it is a [very] slow bleed if it works.
The opposition likewise overlooks small changes because hey, they're not underwater, so everything is still fine..until their usual SOP is less effective until they're in a corner several weeks or months later. You'll never know the real success of one until people can look back on it.
