>>41255648johto and kanto are supposed to be part of the same big region so why would the trainers have only johto mons? you can even find kanto mons in johto, and vice versa. this was designed as an addon/continuation of the kanto mons and the pokemon distribution really reflects that. as far as pokemon go, it's barely it's own region. it's kanto with a couple extras... a ton of which are just evolutions or pre evolution babies.

2. ledian, ariados, heracross, yanma, shuckle, scizor
3. miltank, togepi, togetic, aipom, dunsparce, snubbull, granbull, stantler, porygon2, smeargle, blissey
4. misdreavus
5. heracross, tyrogue, hitmontop
6. skarmory, steelix, scizor
7. swinub, piloswine, sneasel, delibird, smoochum
8. kingdra
as you can see, there aren't enough Gen 2 pokemon to do this properly... but there wer never meant to be.
