Like I said, I believe a pact of sorts was formed between the original Argonian settlers who came into Black Marsh however many thousands of years before the present, providing those people with food, protection and most notably, a unity. The trees are in a sort of hivemind with one another, and, by tasting the sap or sampling the spores of these trees, Argonians subjugate themselves to the wills of the Hist, providing them with protection, communication with the outside world and other tasks. After some many hundreds of generations, the trees are more or less fully ingrained into the Argonian psyche and being, even without participating in the birthright of allowing the child to drink the sap. Keep in mind this is all popular conjecture, but it's also no less true than saying that they created the Argonians to begin with. They're nothing but slaves to the trees, and they aren't even aware of it. It's pretty fucked up.
