Is catching higher leveled Pokémon outside the level curve really an issue? You clearly had the skill to catch one, and they did make it so catching them was harder if you were low leveled. At worst just make Wild Area-caught Pokémon disobey you if you lack the badges for it.

It's not like it'd matter, the auto-exp share means that if you try to play this game normally or even a low encounter run you're going to be on par or overleveled for each of the boss fights and gyms, you basically have to have a constant supply of Pokemon from Routes 1 and 2 in your box and be swapping them out once your team starts to get too high leveled if you want the game to not be a complete cakewalk especially with your starter.

I just beat Allister and was literally two levels below him. Exp share keeps your bench caught up but it's not the instant overlevel people claim it is, especially with how easy it is to dodge wild pokemon now.
