He actually did nothing wrong, though. Don't get me wrong, he still sucks as an antagonist, but, like? He actually wanted the best for the Galar region and there arguably was no downside to his plan provided that Leon was there to help. Even if that wouldn't work, having the Protag coming with the box legendaries to help actually would have worked in his favor. They just let the 10 y/o kid have the infinite energy source and were ok with that, but, no, let's send Rose to prison.
