Cynthia runs around kinda trying to help you at points, and its made clear she's not one to fuck around with, especially her music.
Alder helps you throughout the story and he's remarked as strong.
All these champions are just champions of a battling league, not some actual governing official with the power to enforce laws and shit, they just go around battling and helping out where they're needed. It's not a fulltime job, and they can be easily replaced by someone else as supported in the games themselves, so there's no reason to have them plastered everywhere unless it's the ESPN region in Gen8
