Kyurem generates cold power inside of it but the energy leaked out and its body became frozen. The leak may be a problem, likely a result of losing its other halves, and its body doesn't operate as it should.

It's one of three legendaries, isn't the version mascot, has ties to the other two, is part of the background lore, and is implied or explicitly stated to be deeply connected to the setting. Eternatus is the fucking third version legend.
