I honestly believe they won't add pokemon for the upper versions. Except maybe for the pokemon that are in SS's data like the alolan starters. It could cause compatibility issues if they did. It hasn't stopped them in the past, but usually it was NEW pokemon in the upper versions like new forms couldn't battle with the lower versions. But now they are holding random other pokemon hostage behind a paywall seems like a new low
