I know but it's coded differently now.
They coded Weather Ball so it turns into the correct max move when used in weather so they couldn't make an exception for HP. The type that matters is the one that is chosen when the move is executed, not the default one.

Snarl is very good in Doubles at least. Thunderbolt/Thunder, Snarl, Volt Switch and a status move could work fine in that environment. Competitive is a great ability for it too.

No fucking reason to try using this guy in Singles though.

This is like, every fucking Galar Pokemon I'm trying to use on my team. They all can't learn shit - and on top of that the few good moves they have you have to grind raid TRs for them which are a fucking QoL nightmare
