Think about it, drowning is a horrible way to die, sure. But it's a lot faster than dying of thirst and heatstroke. A prepared group could survive the flooding of the world, but when everything is arid and desolate, there is no possible chance to live. The only survivors would last until their water supply does and dehydration would drive people mad. And then at the end of it all there's just a desert of bones and dessicated trees floating silently around the sun like all the other dry, dead planets in our system. And an over-abundance of ghost types.
