Chimecho is the last Pokemon in the internal dex, added after Jirachi and the other legendaries. Presumably it was a mythical like Jirachi/Serebii at one point.

Part of me wonders if it was down to Chimecho and Jirachi for a legendary design and they went with Jirachi but liked Chimecho so much that they threw it in as a 1% encounter. It's the last Pokemon by Gen III Index number (after Jirachi and Deoxys but before the Unown forms)

It did get a sizeable buff in Gen VII, which brought it in line with Mr. Mime's BST, but it really needs an evolution. Why they added Mime Jr, Bonsly and Chingling without adding evolutions (a la Budew) is beyond me
