No it's a much better indicator of GF's laziness. They made one texture slidered it to 9 different colors, modeled 7 tiny decorations and bam 63 forms to pad out the model count.

i feel like they could've textured the swirl ones better
like the rainbow swirl is mostly just yellow with pink on top and blue on bottom, but you can actually see the swirl lines going up... the color should follow those swirl lines at least a little bit
same for the other swirls, just that the rainbow looks the worst

No the game counts only 9 models and 9 shinies. All 7 decorations exist in a model but the 6 not used are just hidden.
