Like, Rocket is a pretty straightforward crime syndicate, and then you stopped their attempt to climb back to power three years later. Pretty nice, fairly grounded.

not entirely sold on the execution for all, but they're all fairly okay
Skull was just an ordinary street gang. Was an interesting twist, given the increasingly dangerous plots the previous teams had, with the real threat coming from elsewhere.
Yell... was a bunch of hooligans from a dying town. Bit lame since the idea was done better last gen. The real threat comes clean out of nowhere, and shouldn't have even been a threat apart from retarded impatience.
