They have enough. The problem is the cycle that requires the games to come out at the same time everything else does to maximize sales.

TPC wants to sell their newcards and merchandise and start the new anime season at a certain time, but they can't do that if the games aren't out, and TPC obviously doesn't want to lose money by not selling anything.

It sounds hurrdurr dumb, but honestly I would expect people, real talented people to throw themselves at Gamefreak for a chance to make Pokemon. It can't be because of a lack of funds. There really must be some in house decisions killing the game development.
