Just do raid battles so you can get EXP Candy rewards. It makes leveling things ridiculously easy.

This. Played with my wife and she got more annoyed by it than I was that the game kept taking the controls from us literally every 5 steps just to remind us what the plot was or what the next objective was for a whole 10 minutes of dialog as if the player is an autistic retard.

You get pokeballs literally before the catching tutorial even starts and if you catch a Pokemon first you can skip it

From memory none of the stores had pokeballs and i only picked up potions from the ground and the npcs before the tutorial

Where do you get pokeballs before hand?
It still doesnt change the fact that you arent free to explore the region for many hours
