If they make an event with him in DP remakes then they have to make him almost impossible to catch. And I mean where a masterball is like a regular pokeball to it. Same with the Creation Trio but not as extreme.

There is a church in Veilstone City. But that may just be a Sinnoh thing. Although the Hoopa movie had a group that "worshipped" Arceus.

They could make it require it's own unique ball made specifically for that purpose and every other ball fails immediately, even a Master Ball. Like maybe you'd have to do some quest to be able to buy/craft "Divine Balls" that each have the catch rate that a regular Pokeball would have against a normal legendary.

What if the 1000 Arms are actually lesser clones of Arceus, so you only catch but a nibble of its true power while 999 others and Arceus Prime remain uncaptured.
would explain the whole lack of 1000 arms and why Arceus is so hilariously fucking weak.
