You take a form of DNA, and allow it to multiply and form what it's supposed to, in either a womb for mammalian creatures, or an egg for reptilian or avian creatures. In that sense fossil restoration has never been restoration, but rather simply sampling dna and allowing it to act as programmed again. This also implies that the scientists in gen 1 Cinnabar knew how to restore fossil creatures because of the experiments done on Mew and Mewtwo.
TL;DR in this game, rather than using real world science as a base they are instead mocking real world scientists by using genetic experimentation and failed fossil research as a basis for nonsensical cartoon creatures
