Personally my solution
is that Pokemons should be always be transferable, but abandoning the idea of a regional dex to concentrate on other parts of the game
But at the same time if you don't want to transfer your old mons in a new game, they can make a Pokémon Stadium 3 where every pokemons are transferable making office of a new pokemon home mixed as a new way to battle online with the entire world and who would keep being updated as the new Gen keeps coming
