It's not that I think you can't have a Pokemon design with clothes, there's obviously stuff like Machamp's belt and the various pokemon with dresses, but this is a whole outfit dedicated specifically to the archetype of... Really, Raboot exemplifies the problem with modern starter designs, now that I think about it. It doesn't feel like this was a design made to be a general species, this feels like a single, unique character with its own specific personality quirks. I can guarantee that the Scorbunny in the anime is going to stay in this stage, and this stage was made SPECIFICALLY to be a character in the anime. Actually, I just realized, the Scorbunny's trainer also wears a red and black hoodie, that basically cinches it.
