But ignoring that, I don't know how many times this needs to be said, but this was before the big gimmick of "NEW X REGION POKEMON" was a series staple. Gen 2 was just a sequel. There weren't kanto Pokemon or Johto Pokemon, just Pokemon and newly discovered Pokemon. The new Pokemon are just additions to the roster and supposed to be rare and hard to find, they aren't meant to entirely replace the old roster like newer generations tend to.
