the dex cut is the product of Gamefreak's desire to sell paid subscriptions to Home. They've said as much, that they don't intend on ever having the national dex in again.
This wasn't just a 'mistake' or a fuck up (it could have been this as to what actually made it in the game), they plan to make us gamble on their assorted dex each gen now in terms of if we'll see a given pokemon.
You're not just using Bank once to transfer your full collection of pokemon to the latest game. This would be forever into the foreseeable future, pay for games, pay for Home.
They lied about the model issue because they couldn't be caught simply reusing *some* models and not all then, especially if they're making a claim to using this to focus on improving quality elsewhere.
Home is their reason for all this. Why charge for a a service people might just use once? When you can charge people forever by locking out mons from being able to physically exist in every game now.
