They did want to put in a burger mon that gains a stack on each evolution to add to the "American fat" and "American history" meme of the game, it starts off as a single stack and either Fire/Poison or Grass/Poison depending on what version you had, Fire/Poison learned many Fighting type moves and Grass/Poison learned many status moves.
However we had Cottonee in Black and Lilligant in White so the racism angle was covered and Turner was told "Not to much of a good thing" so both were scrapped.
