The waist-up + facing-the-viewer combo is an awkward angle. The drawing is very flat and not drawn with a 3D space in mind, your understanding of form and volume need work.
Linework is rough. Try using longer and more confident strokes. I don't know if you started with a sketch layer underneath (I'm guessing you didn't) but I would recommend doing so. Make adjustments to your sketch layer and ask for feedback before lining and coloring.
Colors are boring. Don't ever use black for shading. Experiment with different colors and layer styles to see how colors interact between layers. White lighting isn't as offensive but is still boring to look at.
The blended rendering is very amateur and does not work with the style of the drawing. Do more cel-shading to understand how shape blocking works, and use more hard edges instead of blending everything. It also looks like you smudged your shading around different parts. Use separate layers or layer masks next time.
I'm also not sure what the fuck is up with the skunk striped hair. If it's supposed to be the lighting I don't even know what to tell you, other than to not ever do that again. Study real hair and illustrations of stylized hair.
Learn your software better. Study faces. Study anatomy. Study hands. Study gesture. Study drawing in 3D space and foreshortening. Study linework and polish. Study colors. Study rendering, lighting and shading. Study hair. Study clothes. Save image references to stare at while you draw. Practice, practice, practice. I also agree with what
