In my industry they call this the "iron triangle.
There are 3 "ends" to the triangle. Speed, Cost, and Quality. You can't lock all 3 in place and expect any venture to succeed, you have to allow flexibility on at least one, and ideally two.
If you want to interpret this as a zinger by someone at Gamefreak, then it's a protest by someone on the team against management, saying that you can't set a release date in stone, refuse to hire more resources, and then expect the product to be good. It IS greed to think that you can achieve all 3 on a project.
